What the check is looking for
ECO4 is energy support for households on means-tested benefits, or on lower incomes through a council’s Flex route. The check shows whether it looks worth pursuing before the scheme closes on 31 December 2026, and which other schemes may suit your home if it does not.
The main ECO4 rules at a glance

Household
- Means-tested benefits. Someone in the household receives a qualifying benefit, such as Universal Credit, Pension Credit, Housing Benefit, income-based Jobseeker’s Allowance, income-related ESA, Income Support or, subject to income limits, Child Benefit.
- ECO4 Flex (through your council). A participating council can declare a private household eligible — for example on household income below £31,000, or on a combination of other factors such as health conditions. This route is not available for social housing.
Tenure and energy rating
- Homeowners. Homes rated EPC D to G can be eligible (E to G on some Flex routes).
- Private tenants and landlords. Rented homes rated E to G can be eligible, with the landlord’s permission. The work normally has to include a measure such as solid wall insulation, first-time central heating or renewable heating.
- Social housing. Homes rated D to G let below market rent can be eligible, with narrower rules for D-rated homes.
The work
The work has to make a real difference: homes rated D or E must reach at least band C, and homes rated F or G must reach at least band D.
You do not apply to the government. Energy suppliers decide which projects they fund, and the work is arranged through their installers — so being eligible does not mean funding is guaranteed.

Does this check confirm that I qualify for ECO4?
No. It is a quick preliminary check of the main ECO4 routes. Eligibility is confirmed by an energy supplier’s installer or your council, and suppliers decide which projects they fund.
Which benefits count for ECO4?
Means-tested benefits including Universal Credit, Pension Credit, Housing Benefit, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance and Income Support. Child Benefit can count, subject to income limits.
I am not on benefits. Can I still get ECO4?
Possibly, through ECO4 Flex, where a participating council declares a household eligible — for example on household income below £31,000 or because of a health condition affected by a cold home. It depends on your council taking part.
How long do I have?
ECO4 is scheduled to end on 31 December 2026, and the work has to be completed before then. A survey and installation take time, so it is worth checking promptly.
What happens after I send my answers?
